OPAC Refinery: FG Refused Approval Of A new Completed Indigenous Refinery. BUT WHY? (SEE PHOTOS)

This is according to a Twitter user with account name Galileo Shakure.

Further investigation shows that this refinery has been completely since November, 2021 but FG has ignored them and refused to serve them crude oil. But why? Is it because it’s in the south or what? What could be their reservation?  Why is FG drumming Dangote but suppressing OPAC?
